Available to all states with unemployed rates above 6.5%,&lt;BR&gt;the Extended Benefits program would provide an additional 13-20 weeks of benefits to workers&lt;BR&gt;who have already used up their Emergency Unemployment Compensation (EUC) benefits. Of the&lt;BR&gt;states whose unemployment rates are high enough to trigger the extensions – which are now&lt;BR&gt;being funded 100% by the federal government under the stimulus bill – only about half have&lt;BR&gt;passed the necessary authorization to receive the funds.&lt;BR&gt;“Over half a million jobless workers will run out of unemployment benefits in March and April if&lt;BR&gt;their states do not act now,” said Christine Owens, Executive Director of the National&lt;BR&gt;Employment Law Project. “The Extended Benefits program is a straightforward, federallyfunded&lt;BR&gt;extension to continue benefits for workers in high-unemployment states who have already&lt;BR&gt;run out of emergency unemployment compensation. These benefits would come to very longterm&lt;BR&gt;unemployed workers who still can’t find work after receiving all of their EUC benefits. This is&lt;BR&gt;the only provision in the stimulus bill that addresses the needs of these long-term jobless&lt;BR&gt;workers, and states should not overlook it,” Owens stated.&lt;BR&gt;The Extended Benefits program, started in the 1970s, pays extended benefits in high&lt;BR&gt;unemployment states and allows states different options for tapping into the program. One option&lt;BR&gt;is for states to provide these benefits once their unemployment level exceeds 6.5% over a threemonth&lt;BR&gt;period. While the cost for paying these extended benefits would normally be split 50-50&lt;BR&gt;between states and the federal government, under the American Recovery and Reinvestment&lt;BR&gt;Act, the extended benefit is fully federal-funded through 2009. Only a fraction of states, however,&lt;BR&gt;have adopted the 6.5% trigger provision.&lt;BR&gt;• States that have yet to act to receive Extended Benefits: Approximately 567,000&lt;BR&gt;workers would qualify for Extended Benefits after exhausting their EUC benefits if 14&lt;BR&gt;high-unemployment states, as well as the Virgin Islands and the District of Columbia,&lt;BR&gt;adopted the 6.5% unemployment rate trigger. As of March 19th, those states are:&lt;BR&gt;Alabama, Arizona, California, Florida, Georgia, Illinois, Kentucky, Maine, Massachusetts,&lt;BR&gt;Mississippi, Missouri, New York, Ohio, and Tennessee.&lt;BR&gt;• States that have yet to act to get 20 weeks Extended Benefits: In places where the&lt;BR&gt;unemployment rate exceeds 8% – Indiana, Michigan, Nevada, Puerto Rico, and South&lt;BR&gt;Carolina – workers will be entitled to an additional 7 weeks of extended benefits if their&lt;BR&gt;states authorize the trigger, affecting approximately 132,000 workers.&lt;BR&gt;• States that already qualify for 13 weeks Extended Benefits: Sixteen states and&lt;BR&gt;Puerto Rico already qualify for the Extended Benefits program under one of the&lt;BR&gt;program’s provisions: Idaho, Indiana, Michigan, Montana, Nevada, New Jersey,&lt;BR&gt;Pennsylvania, South Carolina, Wisconsin, Alaska, Connecticut, Minnesota, North&lt;BR&gt;Carolina, and Washington qualify for 13 weeks of benefits. Oregon and Rhode Island&lt;BR&gt;already qualify for 20 weeks of extended benefits. As a result, about 405,000 workers in&lt;BR&gt;those states will qualify for extended benefits when their EUC benefits expire between&lt;BR&gt;now and June.&lt;BR&gt;• Who benefits: A total of nearly 1 million workers – over 970,000 – who will run out of&lt;BR&gt;federal emergency extensions (EUC) by June will qualify for an extension of jobless&lt;BR&gt;benefits under the extended benefits program if all states enact it.&lt;BR&gt;• The urgency to act: In all high-unemployment states, the federally-funded extended&lt;BR&gt;benefits will be available to all private sector workers – 95% of the unemployment&lt;BR&gt;insurance case load – who exhaust EUC and begin their extended benefits in 2009.&lt;BR&gt;States have the option to sunset the legislation in late 2009, after which the 100% federal&lt;BR&gt;funding provision expires.&lt;BR&gt;“Many states have overlooked this unique chance to help long term jobless workers and funnel&lt;BR&gt;more federal stimulus into their economies. They need to act now because time is of the essence:&lt;BR&gt;thousands of workers will run out of jobless benefits in a matter of weeks. Yes. "co-habitating" with someone. &lt;b&gt;The FIRST part of the act says that KY believes that in order to foster, adopt or be a relative caregiver, you should be &lt;i&gt;married&lt;/i&gt;. &lt;/b&gt;You cannot co-habitate with someone (anyone) and be a foster/adopt/caregiver. WHAT?&lt;b&gt; That is what it says. (I have posted it below)&lt;br&gt;&lt;/b&gt;&lt;br&gt;It is only in the subsequent paragraphs that it says if you are "in a sexual relationship with the person you are co-habitating with"... then you will not be allowed to adopt, foster or be a relative caregiver.&lt;br&gt;&lt;br&gt;Let's think about what this means.&lt;br&gt;1. If you are a Single Adult Female who wants to adopt or foster a child, or be a relative caregiver to a family member... and you have been &lt;b&gt;living with your boyfriend &lt;/b&gt;for 10 years (common law marriage), currently, you would be allowed to adopt/foster/caregive. Under this new law, you would be banned.&lt;br&gt;&lt;br&gt;2. If you are a Single Adult who is &lt;b&gt;living with your Adult Sibling&lt;/b&gt; (non-sexual relationship), under the first part of this law, you would not be allowed to adopt/foster/caregive.&lt;br&gt;&lt;br&gt;3. If you are a single adult who is living with your significant other (sexual relationship) for any length of time, you cannot adopt/foster/caregive.&lt;br&gt;&lt;br&gt;Currently, ALL adults would go through a throrough investigation by the Social Worker and Adoption Agency to adopt or foster. So, in any of the above situations, you could currently build your family that way. I did. Though, I'm single, if I had had someone living with me, he would have gone through just as stringent measures as I did. That is the right way. &lt;b&gt;THIS LAW IS NOT&lt;/b&gt;.&lt;br&gt;&lt;br&gt;&lt;b&gt;This includes KINSHIP adoption.&lt;/b&gt;&lt;br&gt;&lt;br&gt;What's next? Taking ALL SINGLE person ADULT rights away? This is complete and utter discrimination and needs to be stopped. It was aimed (supposedly) at the GLBT. But it is absolutely not worded that way. It includes ALL, and I do mean ALL single adult persons who might be in a relationship with another adult, sexual or otherwise, so long as they are co-habitating. &lt;br&gt;&lt;br&gt;&lt;b&gt;I beg and implore of you to write to your senator and to every single senator in the State of Kentucky to get this VOTED NO&lt;/b&gt;. We need to take our rights back. If an agency wishes to discriminate against single people, that is one thing... but not the STATE. applicant shall not be approved to provide foster care or relative
caregiver services to a child, or approved to receive a child for
adoption if the applicant is cohabiting with a &lt;b&gt;sexual &lt;/b&gt;partner outside
of a marriage that is legally valid in Kentucky.&lt;/u&gt;&lt;/i&gt;&lt;br&gt;&lt;/h2&gt;&lt;br&gt;Create a new section of KRS Chapter 199 to &lt;i&gt;prohibit&lt;/i&gt;
the approval of foster care, relative caregiver services, or adoption
of a child by an applicant who is cohabiting with a sexual partner
outside of a marriage that is legally valid in Kentucky; create the
short title "The Child Welfare Adoption Act"; exempt children placed
for adoption prior to the effective date of this Act; amend KRS 199.470

&lt;P&gt;My son is there and he doesn't have soap or shave creme because for the second week in a row, someone has lost his commisary note.&amp;nbsp; As of tonight, he is extremely sick with a cold/flu was lying shivering and asked to see a doctor. He was told that if he filled out a form, he might be seen by a doctor in 2 weeks.&amp;nbsp; Two weeks!!!! This is unacceptable!! No matter what these people&amp;nbsp;in there, have done, &amp;nbsp;they need to be treated humanely!! &lt;/P&gt;
&lt;P&gt;We moved to Florida 11 years ago from Cincinnati and from the sound of it, the city is doing downhill.&lt;/P&gt;

&lt;P&gt;Although the owner of the house had no knowledge of the strange dead dog in her backyard, she was hauled out in handcuffs and her children were placed in temporary foster care. &lt;/P&gt;
&lt;P&gt;After being locked up in the Justice Center for&amp;nbsp;several days, she finally faced a judge and was convicted and sentenced to time served, even though her 10-year-old nephew appeared in court and explained to the judge that he had put the sick dog in his aunt's yard without telling her on his way to school, and had planned to come back after it later. &lt;/P&gt;
&lt;P&gt;The judge acknowledged that &lt;EM&gt;perhaps&lt;/EM&gt; the woman didn't know about the dog, but his rationale in finding her guilty was that &lt;EM&gt;SHE WAS RESPONSIBLE FOR WHAT WAS IN HER OWN BACKYARD. &lt;/EM&gt;&lt;/P&gt;
&lt;P&gt;So, following that same logic, wouldn't Jodie Edwards and Brenda Slaby be responsible for what was in their own SUVs?&lt;/P&gt;
&lt;P&gt;The black lady didn't put the dog in her yard, but both Edwards and Slaby admit having strapped their daughters into those car seats themselves. &lt;/P&gt;

&lt;P&gt;I think the reaction of her church and university family have been a wonderful example of how Chrsitians should treat each other in a time of need.&amp;nbsp; These Christians are not judging, pointing fingers, or telling Jodie how much of a better parent they are over her.&amp;nbsp; They are surrounding her with love, support, and prayer - much like how a true family acts.&amp;nbsp; The evidence has been given over to the authorities, the court will make its decisions and&amp;nbsp;Dr. Jodie&amp;nbsp;Edward will be at the mercy of the court.&lt;/P&gt;
&lt;P&gt;I can't tell you why Jodie didn't go back out to her van during the day.&amp;nbsp; I can't even begin to imagine the horror that came over her once she realized what had happend.&amp;nbsp; And I can't start to make sense of this awful, tragic death.&amp;nbsp; But what I can tell you is that I will stand by my friend and help the rest of the world to know about her and who she is.&amp;nbsp; She is not a monster.&amp;nbsp; She is not a malicious person.&amp;nbsp; She is the last person that I would have ever thought this would happen to.&amp;nbsp; I bet she even thought to herself last year during the Slaby case "How could she have let that happen.&amp;nbsp; I would never do that to my children."&lt;/P&gt;

&lt;P&gt;About four&amp;nbsp;years ago, a low-income&amp;nbsp;couple in Clermont County, the Bittners, accidentally left their infant daughter in a hot van for about an hour. When she was found (still alive) they brought her into the house and soaked her in cool water, and she appeared to recover. Apparently, however, her kidneys had shut down and she died after they rushed her to the hospital the next day.&lt;/P&gt;
&lt;P&gt;The Bittners received jail time, and their remaining children were taken away from them.&lt;/P&gt;
&lt;P&gt;What mistakes did the Bittners make??&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;1) They were low-income. They had no "connections" and could not afford an expensive lawyer. &lt;/P&gt;
&lt;P&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;2) They got their daughter out of the car while she was still alive.&amp;nbsp;&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;3) They tried to revive her. &lt;/P&gt;
&lt;P&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;4) They did not co-ordinate media events or attempt to hide behind their church. &lt;/P&gt;
&lt;P&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;5) They did not try to insinuate that either someone else or factors outside their control&amp;nbsp;were to blame. (The Bittner's probably couldn't afford daycare).&lt;/P&gt;
&lt;P&gt;So what lessons have we learned? If you run over someone, just&amp;nbsp;keep on going - you might just get away with it. If you leave your child in a hot car for a little while, might as well just wait until she's completely dead, and the body is so thoroughly degraded that all evidence is destroyed.&lt;/P&gt;
&lt;P&gt;And don't try this if you are just a regular working person. The rules are different for the "well-connected."&lt;/P&gt;

&lt;P&gt;That was until 2006 when pop culture blogger, Steven Thompson, from Covington, needed a film to use for his blog's (&lt;A href="http://www.booksteveslibrary.blogspot.com"&gt;Booksteve's Library&lt;/A&gt;) ongoing article called, "Movies That Fell Through The Cracks".&amp;nbsp; Thompson, who has an extensive film scrapbook, pulled the ad for "Let's Go For Broke" and started researching why the film apparently disappeared and found himself investigating a 31 year old murder.&lt;/P&gt;
&lt;P&gt;With help from his wife, Rene, who is an experienced researcher and pop culture writer, John O'Dowd, and Christa's own daughter, Nicole Clements, Thompson was able to get interest in the case reinvigorated enough that both the LA Police Cold Case Unit and CBS's &lt;A href="http://www.cbsnews.com/sections/i_video/main500251.shtml?id=4037003n"&gt;48 Hours &lt;/A&gt;are taking another look at the murder.&lt;/P&gt;

We should shut down the Mexican border and make them all go home if they disregard our laws and come here illegally, but I realize that's probably too much to ask. The least we can do, though, is not allow the trucks through, since the border patrol can surely see something that big and stop it.&lt;BR&gt;&lt;BR&gt;As it is, if you don't support ending the Mexican trucking companies coming here, you are turning your back on me, my husband and our community. My husband is an owner operator. His business would be affected by this. Perhaps not directly, but indirectly, as more money hungry companies stretch out to increase the profits, they say heck with the little man. Forgotten are those “little men and women” who have been the backbone of this country and its success, those who bring in the load.&lt;BR&gt;&lt;BR&gt;We're not out to make a fortune doing this, we're out to survive and support our lifestyle and our home. You, as a member of the elected officials for our state, SHOULD be sponsoring that in the best way you can. That means not supporting this border crossing at free will.&lt;BR&gt;&lt;BR&gt;I don't want to live in Mexico, and you should want to stay in office, so I would hope that you also would be against this happening. The US needs to make a stand, not keep standing up for lower cost and bigger profits and saying heck with the American public and worker.&lt;BR&gt;&lt;BR&gt;Note that YOUR STATE has double the national average of foreclosures. Do you REALLY think that allowing Mexican trucking companies free reign here in the US (and Ohio) where many American truck drivers live will really help that situation? I know of one mother without a vehicle and is barely paying her rent but still takes care of her small child, works, studies, and attends classes-she does not even have a winter coat and has duct-taped her 5 year old gym shoes; she does not have a support network, family near and is doing everything on her own. If anyone has any suggestions, please let me know where these women can recieve assistance? Plus, the later woman does not have a car and can not pick anything up. Maybe it wouldn't be a place anyone would ever want to go back to if they actually had to work like the rest of us out here do everyday to support their "3 hots and a cot". Before anybody starts with the "cruel and unusual" crap...what's cruel and unusual about having a job? The law abiding types do it, so should the vultures who prey on us.
